The 2025 Asia-Pacific Economic Cooperation (APEC) Summit in Gyeongju presents significant diplomatic and regional development opportunities for the city and Korea. This paper proposes establishing the Post-APEC Gyeongju Forum as a sustainable global cultural cooperation platform to build upon the summit's legacy. It analyzes the necessity, identity, and strategic approach of the forum centered around culture and shared human values. By comparatively examining international forum cases?including the World Economic Forum (Davos), Boao Forum, Jeju Forum, and League of Historical Cities (Kyoto)?the study identifies strategic insights for forum development. Three core philosophical pillars of history & culture, creativity & innovation, and peace & inclusion define the forum’s identity. The paper proposes five key thematic sessions covering heritage utilization, creative industries development, digital transformation, and Silk Road cooperation. It also outlines a stable operational framework through multi-sector governance and diverse funding mechanisms, emphasizing strategic linkages with APEC and international organizations for institutionalizing cultural cooperation. Ultimately, this study highlights the potential of the Post-APEC Gyeongju Forum as a model for local diplomacy, cultural diplomacy institutionalization, and inclusive, innovative cooperation across the Asia-Pacific region.
