문재인 정부의 방송통신 정부 조직 개편 방안

본 연구는 방송통신 정책 및 규제 기관 개혁과 관련된 논의를 정리한 후 바람직한 개편 방안을 제안하는데 그 목적이 있다. 박근혜 정부의 조직 개편에 대한 학계의 평가를 살펴보고, 언론 보도 분석을 통해 현재 방송통신 거버넌스의 문제에서 비롯된 비판을 분석했다. 방송통신 정부 조직 개편 원칙으로서 공공성과 산업성의 조화, 진흥과 규제의 일원화, 생태계 차원의 상생, 수평적 규제 체계의 도입, 정책과 정치의 분리를 도출했다. 이를 바탕으로 문재인 정부가 수행할 수 있는 단기적 과제와 중기적 정부 조직 개편안을 제안했다.
Considering the newly formed Korean government, this study aims to suggest a reasonable governance model for Korean media industry. We review the academic evaluation and the journalism’s criticism on the media-related government structure and performance under the former president. Based on the evaluation, several critical principles are drawn, which need to be considered and reflected in the process of reforming the media governance; which are a right balance between public concern and industry value, unification of promotion policy and regulation, coexistence of various players in a whole media ecosystem, incremental adoption of horizontal regulation system, and isolation of politics from policy issues. Finally, urgent issues that must be resolved shortly by the new government, as well as a new media governance model are suggested.
